This looks in style similar to the picture "horse-riding boy with planets" ...
Both objects are addressed with "illustration d'un traité d'astrologie"

I could imagine, that both pictures are from the same source.
Added: Maybe it's just a general style in German astrology books.

The same picture with colors . The bottom line Nationale de France Allemande points to a German origin.
