I do think the J.H. IS from the same mould of #2 deck, also by Jacques Rochais fils, but unknown date sometime in late 18th century.

Notice the 5 pointed yellow start instead of typical 8 pointed star? JH has the typical 8 pointed star.

19I keep thinking this is connected to the "Swiss Tarot de Marseille", something Kenji said a few years ago. I'll see if I can find it. I think the JPP might be someone named Proiche or something like that. My memory is going.
